European Foreign Policy and the Challenges of Balkan Accession analyses the EU' s influence in the Balkans. It studies the compliance responses of the Balkan countries to the EU' s pre-accession conditions, and how these responses have been affected by domestic views of the overall purpose of the EU' s policy in the region. The book offers an explanation of how the statehood of a would-be EU member affects the policy and politics of conditionality at the EU level and the politics of compliance at domestic level. This book examines how European issues have played out in Serbian and Croatian party politics since 2000, in the context of significant challenges brought by European integration of the Western Balkans. It provides a comprehensive analysis of how political parties in these countries have determined and shifted their positions on the EU, by exploring the effect and interaction of party ideology and strategy, position within the party system, relations with the general public and voters as well as transnational party linkages. The author argues that the particular nature of European issues, closely related to crucial identity and statehood dilemmas in these post-conflict societies, largely determined party stances on the EU, feeding significant Eurosceptic sentiments. At the same time, a number of core parties underwent a rapid pro-EU conversion, pragmatically responding to internal and external incentives in the context of dynamic electoral competition and strong EU presence, and aimed at maximising their chances of securing executive office. The book will be of interest to advanced students and scholars in the fields of comparative politics, Western Balkan politics, and EU studies.

The book investigates the scope and limitations of the transformative power of EU enlargement in the Western Balkans. The extension of EU enlargement policy to the region has generated high expectations that enlargement will regulate democratic institution-building and foster reform, much as it did in Central and Eastern Europe. However, there is very little research on whether and how unfavourable domestic conditions might mitigate the transformative power of the EU. This volume investigates the role of domestic factors, identifying ‘stateness’ as the missing link between the assumed transformative power of the EU and the actual capacity to adopt EU rules across the region. Including chapters on Croatia, Serbia, Macedonia, Albania, Kosovo, and Bosnia-Herzegovina, leading scholars in the field offer up-to-date comparative analysis of key areas of institutional and policy reform; including state bureaucracy, rule of law, electoral management, environmental governance, cooperation with the International Court of Justice, economic liberalization and foreign policy. Looking to the future and the implications for policy change, European Integration and Transformation in the Western Balkans provides a new theoretical and empirical focus on this little understood area. The book will be of interest to scholars and students of EU politics, comparative democratisation, post-communist transitions and Balkan area studies.

In this much-needed study of current strategic thinking on both sides of the Atlantic, a diverse collection of leading European and American analysts are assembled to tackle key questions that remain unanswered in the existing literature: how much do new security strategies signal convergence or divergence in US and EU foreign and security policy doctrine? what tangible political and policy impacts can be attributed to new security strategies? what are the implications for US and EU policies towards specific regions? what are the prospects for collective transatlantic action? The legacy of 9/11 is scrutinized against the backdrop of the strategic thinking that preceded it. In the 1990s, the US struggled to develop a new doctrine for American foreign policy, seeking at various times to promote a ‘New World Order’ or ‘democratic enlargement’. For its part, the EU had tried to underpin its new Common Foreign and Security Policy with a coherent set of ‘European values’ – multilateralism, human rights, environmental protection, and poverty reduction – that were best defended via collective European action. Key continuities and changes in these transatlantic efforts since 9/11 are clearly identified and closely examined.

The notion of Normative Power Europe (NPE) is that the EU is an 'ideational' actor characterised by common principles and acting to diffuse norms within international relations. Contributors assess the impact of NPE and offer new perspectives for the future exploration of one of the most widely used ideas in the study of the EU in the last decade.

The European Union and Enlargement is about the EU's 'power of attraction' - an exploration of the potential for EU impact on conflicts within Europe - and the implications for the EU to influence the 'order' beyond its borders. It provides both a theoretical and historical context in order to understand the EU's impact and combines this with empirical analysis of the perceptions of the Greek Cypriots, Turkish Cypriots and Turkey on the accession process and its effect on the Cyprus issue. It demonstrates the limits and the potential of the EU as a global actor through its power of attraction.

EU external democracy promotion has traditionally been based on ‘linkage’, i.e. bottom-up support for democratic forces in third countries, and ‘leverage’, i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. This book was originally published as a special issue of Democratization.

The book adopts an innovative analytical approach to agenda setting by not only presenting successful cases in which energy issues were addressed by means of public policy, but by also analyzing failed attempts to make issues part of the European policy agenda. Another outstanding feature of the book is its use of the latest empirical data on a broad range of energy issues. When are energy issues likely to find their way to the agenda of European policymakers? This is the key research question guiding this collection of empirical studies, which will shed light on both successful and unsuccessful attempts to include energy issues in the European agenda. The multi-level political system of the European Union represents a particularly fruitful setting for addressing this question due to the multiple institutional access points it provides for different groups of actors. The book has three key benefits. First, it provides a theory-informed analysis of agenda setting processes in general and in the European Union in particular. Second, it presents an overview of the most important and emerging dimensions on European energy policy, and third, it helps to develop a research agenda for future research in the field.

In this timely work, the author analyzes the use of private military firms and international interventions of the military. Outsourcing to the private sector takes missions away from the military, but the shift towards international intervention adds new, wider functions to the traditional role of defence. If these two trends continue at the present pace, important security functions will be out of control of parliaments, national governments and international authorities. The state monopoly of violence - an achievement of civilization - is at stake.
